Why UK duty is 0% on most of what we make

Pakistan is one of 16 countries in the Enhanced Preferences tier of the UK’s Developing Countries Trading Scheme (DCTS), which carries 0% import duty on 92% of product lines. A supplier in China pays the full UK Global Tariff on the same garment.

What changed on 1 January 2026. Apparel in HS chapters 61 and 62 used to need two significant manufacturing processes in Pakistan — producing the fabric as well as making the garment — before it qualified. That requirement was removed. Enhanced Preferences countries now use the same product-specific rules as the top tier and may source between 47.5% and 100% of a garment’s inputs abroad, so ordinary cut-and-sew production qualifies.

Two caveats we would rather state than have you discover. It is 92% of product lines, not every line, so the rate follows your garment’s commodity code — we check yours and give you the number instead of estimating. And duty is not VAT: 20% import VAT still applies, although a VAT-registered UK business normally reclaims it as input tax. Both are verifiable against GOV.UK’s own tier list, and we would rather you checked than took our word for it.
